Clone of Corruption Virus

Amartya Sen says Indian Political System is responsible for inflation in corruption in Indian economy (as I read somewhere) I think he misses (to say perhaps) how its achieved, the political system is created by subverting the good values, because that in itself becomes a value, which is quite well received by the plenty who do not have access to glory otherwise, its like producing a clone of corruption.
